Submission to the mid-term review of the National Health Reform Agreement Addendum 2020-2025

PCA is grateful for the opportunity to contribute to the mid-term review of the National Health Reform Agreement Addendum 2020 – 2025 (NHRA). PCA supports the reforms introduced through the NHRA to improve health outcomes, efficiency and transparency in Australia’s public hospital system.

In developing this submission PCA found that existing funding mechanisms can create some unintended incentives by rewarding expensive (but essential) inpatient care to a greater degree than care delivered in the community.

PCA believes further work is needed to develop the right incentives to promote efficient, quality palliative care to all Australians who need it.
