Submission to the Independent NDIS Review

This submission to the Independent NDIS Review Panel describes challenges at the interface of the palliative care and disability systems.

Some of these have arisen as a result of divestment in non-NDIS services for people with disability; this has created additional barriers to palliative care access for people who are not NDIS participants but who have both life-limiting conditions and functional support needs. There is also confusion among disability and health service providers, consumers, and carers about which services and systems are responsible for the provision of different supports (i.e. NDIS, mainstream health services, disability supports provided outside of the NDIS, and aged care services) for people with a range of life-limiting illnesses.

PCA makes recommendations to the Independent Review Panel to ensure affected cohorts can better access the right services and supports in timely fashion.

The submission has been endorsed by the Australian and New Zealand Society of Palliative Medicine, Palliative Care Nurses Australia, Palliative Care NSW, Palliative Care Queensland, Palliative Care Tasmania, Palliative Care Western Australia, Palliative Care NT, Palliative Care ACT, Palliative Care South Australia, and Palliative Care Victoria.
