Pricing Framework for Australian Residential Aged Care Services 2027-28

Submission to the Independent Health and Aged Care Pricing Authority
Palliative Care Australia's submission supports a residential aged care pricing framework that reflects the costs of providing quality palliative care and end-of-life care - and highlights pricing gaps that impact residential respite care, complex clinical care, grief and bereavement support, and workforce training.
PCA recommends:
- Changes to the pricing framework to better reflect the costs of providing quality palliative care and end-of-life care.
- Changes to the AN-ACC classification system, including consideration of a new classification or supplement for residents whose palliative care needs become apparent after admission.
- Needs-based rather than prognosis-based eligibility for AN-ACC Class 1.
