The proposed changes will affect a large cohort of NDIS participants who have progressive life-limiting conditions. Consultation to date has not clarified how the proposed approach will meet the needs of this cohort, improve on current arrangements, or contribute to resolving well-documented challenges at the interface of the NDIS and health systems.

PCA recommends that DHDA and the NDIA provide clear information - in draft, for consultation - about how participants and their supporters can expect new framework planning to work for those with life-limiting conditions, including as they approach end-of-life.

PCA specifically recommends that:

• I-CAN assessors must have minimum health-related qualifications, and undergo quality training in a palliative approach.
• The assessment process must consider relevant medical and allied health advice when determining the support needs of those with life-limiting diagnoses
• DHDA and the NDIA commit to continuing a rapid access pathway for applicants with a life-limiting condition.
